Teuvo Kalevi Kohonen (11 July 1934 – 15 December 2021) was a prominent Finnish academic (Dr. Eng.) and researcher. He was professor emeritus of the Academy of Finland.

Prof. Kohonen made many contributions to the field of artificial neural networks, including the Learning Vector Quantization algorithm, fundamental theories of distributed associative memory and optimal associative mappings, the learning subspace method and novel algorithms for symbol processing like redundant hash addressing. He has published several books and over 300 peer-reviewed papers.

Kohonen’s most famous contribution is the Self-Organizing Map (also known as the Kohonen map or Kohonen artificial neural networks, although Kohonen himself prefers SOM). Due to the popularity of the SOM algorithm in many research and in practical applications, Kohonen is often considered to be the most cited Finnish scientist. The current version of the SOM bibliography contains close to 8000 entries.

During most of his career, Prof. Kohonen conducted research at Helsinki University of Technology (TKK). The Neural Networks Research Centre of TKK, a center of excellence appointed by Academy of Finland was founded to conduct research related to Teuvo Kohonen's innovations. After Kohonen's retirement, the center was led by Prof. Erkki Oja and later renamed to Adaptive Informatics Research Centre with widened foci of research.

Teuvo Kohonen was elected the First Vice President of the International Association for Pattern Recognition from 1982 to 1984, and acted as the first president of the European Neural Network Society from 1991 to 1992.

For his scientific achievements, Prof. Kohonen has received a number of prizes including the following:

Crypto-anarchism (or crypto-anarchy) is a political ideology focusing on protection of privacy, political freedom and economic freedom, the adherents of which use cryptographic software for confidentiality and security while sending and receiving information over computer networks.

By using cryptographic software, the association between the identity of a certain user or organization and the pseudonym they use is made difficult to find, unless the user reveals the association. It is difficult to say which country's laws will be ignored, as even the location of a certain participant is unknown. However, participants may in theory voluntarily create new laws using smart contracts or, if the user is pseudonymous, depend on online reputation.

The Russian apartment bombings were a series of explosions that hit four apartment blocks in the Russian cities of Buynaksk, Moscow and Volgodonsk in September 1999, killing more than 300, injuring more than 1000, and spreading a wave of fear across the country. The bombings, together with the Invasion of Dagestan, triggered the Second Chechen War. Then-prime minister Vladimir Putin's handling of the crisis boosted his popularity greatly and helped him attain the presidency within a few months. Russian courts ruled that the attacks were orchestrated by Chechen-linked militants, while some scholars, journalists, and politicians have argued that Russian security services likely organized the bombings.

The blasts hit Buynaksk on 4 September and in Moscow on 9 and 13 September. On 13 September, Russian Duma speaker Gennadiy Seleznyov made an announcement in the Duma about receiving a report that another bombing had just happened in the city of Volgodonsk. A bombing did indeed happen in Volgodonsk, but only three days later, on 16 September. Chechen militants were blamed for the bombings, but denied responsibility, along with Chechen president Aslan Maskhadov.

A suspicious device resembling those used in the bombings was found and defused in an apartment block in the Russian city of Ryazan on 22 September. On 23 September, Vladimir Putin praised the vigilance of the inhabitants of Ryazan and ordered the air bombing of Grozny, which marked the beginning of the Second Chechen War. Three FSB agents who had planted the devices at Ryazan were arrested by the local police. On 24 September 1999, head of FSB Nikolay Patrushev announced that the incident in Ryazan had been an anti-terror drill and the device found there contained only sugar.

The official Russian investigation of the Buynaksk bombing was completed in 2000, while the investigation of Moscow and Volgodonsk bombings was completed in 2002. In 2000, seven people were convicted of perpetrating the Buinaksk attack. According to the court ruling on the Moscow and Volgodonsk bombings, which was announced in 2004, the attacks were organised and led by Achemez Gochiyaev, who remains at large. All bombings, the court ruled, were ordered by Islamist warlords Ibn Al-Khattab and Abu Omar al-Saif, who have been killed. Five other suspects have been killed and six have been convicted by Russian courts on terrorism-related charges.

Parliament member Yuri Shchekochikhin filed two motions for a parliamentary investigation of the events, but the motions were rejected by the Russian Duma in March 2000. An independent public commission to investigate the bombings was chaired by Duma deputy Sergei Kovalev. The commission was rendered ineffective because of government refusal to respond to its inquiries. Two key members of the Kovalev Commission, Sergei Yushenkov and Yuri Shchekochikhin, have since died in apparent assassinations. The Commission’s lawyer and investigator Mikhail Trepashkin was arrested and served four years in prison for revealing state secrets. Former FSB agent Alexander Litvinenko, who defected and blamed the FSB for the bombings, was poisoned and killed in London in 2006. A British inquiry later determined that Litvinenko's murder was "probably" carried out with the approval of Putin and Patrushev.

The 1999 attacks were officially attributed to Chechen terrorists. According to some historians and journalists, the bombings were coordinated by the Russian state security services to bring Putin into the presidency. Others disagree with such theories. Independent investigations have faced obstruction from Russian security services, raising further suspicions about their involvement in the attacks.

The Beale ciphers (or Beale Papers) are a set of three ciphertexts, one of which allegedly states the location of a buried treasure of gold, silver and jewels estimated to be worth over US$43Β million as of JanuaryΒ 2018. Comprising three ciphertexts, the first (unsolved) text describes the location, the second (solved) ciphertext the content of the treasure, and the third (unsolved) lists the names of the treasure's owners and their next of kin.

The story of the three ciphertexts originates from an 1885 pamphlet detailing treasure being buried by a man named Thomas J. Beale in a secret location in Bedford County, Virginia, in the 1820s. Beale entrusted a box containing the encrypted messages to a local innkeeper named Robert Morriss and then disappeared, never to be seen again. According to the story, the innkeeper opened the box 23Β years later, and then decades after that gave the three encrypted ciphertexts to a friend before he died. The friend then spent the next twenty years of his life trying to decode the messages, and was able to solve only one of them which gave details of the treasure buried and the general location of the treasure. The unnamed friend then published all three ciphertexts in a pamphlet which was advertised for sale in the 1880s.

Since the publication of the pamphlet, a number of attempts have been made to decode the two remaining ciphertexts and to locate the treasure, but all efforts have resulted in failure.

There are many arguments that the entire story is a hoax, including the 1980 article "A Dissenting Opinion" by cryptographer Jim Gillogly, and a 1982 scholarly analysis of the Beale Papers and their related story by Joe Nickell, using historical records that cast doubt on the existence of Thomas J. Beale. Nickell also presents linguistic evidence demonstrating that the documents could not have been written at the time alleged (words such as "stampeding", for instance, are of later vintage). His analysis of the writing style showed that Beale was almost certainly James B. Ward, whose 1885 pamphlet brought the Beale Papers to light. Nickell argues that the tale is thus a work of fiction; specifically, a "secret vault" allegory of the Freemasons; James B. Ward was a Mason himself.

Unethical human experimentation in the United States describes numerous experiments performed on human test subjects in the United States that have been considered unethical, and were often performed illegally, without the knowledge, consent, or informed consent of the test subjects. Such tests have occurred throughout American history, but particularly in the 20th century. The experiments include: the exposure of humans to many chemical and biological weapons (including infection with deadly or debilitating diseases), human radiation experiments, injection of toxic and radioactive chemicals, surgical experiments, interrogation and torture experiments, tests involving mind-altering substances, and a wide variety of others. Many of these tests were performed on children, the sick, and mentally disabled individuals, often under the guise of "medical treatment". In many of the studies, a large portion of the subjects were poor, racial minorities, or prisoners.

Funding for many of the experiments was provided by the United States government, especially the United States military, the Central Intelligence Agency, or private corporations involved with military activities. The human research programs were usually highly secretive, and in many cases information about them was not released until many years after the studies had been performed.

The ethical, professional, and legal implications of this in the United States medical and scientific community were quite significant, and led to many institutions and policies that attempted to ensure that future human subject research in the United States would be ethical and legal. Public outrage in the late 20th century over the discovery of government experiments on human subjects led to numerous congressional investigations and hearings, including the Church Committee and Rockefeller Commission, both of 1975, and the 1994 Advisory Committee on Human Radiation Experiments, among others.
