William Robert Sutherland (May 10, 1936 – February 18, 2020) was an American computer scientist who was the longtime manager of three prominent research laboratories, including Sun Microsystems Laboratories (1992–1998), the Systems Science Laboratory at Xerox PARC (1975–1981), and the Computer Science Division of Bolt, Beranek and Newman, Inc. which helped develop the ARPANET.

In these roles, Sutherland participated in the creation of the personal computer, the technology of advanced microprocessors, the Smalltalk programming language, the Java programming language and the Internet.

Unlike traditional corporate research managers, Sutherland added individuals from fields like psychology, cognitive science, and anthropology to enhance the work of his technology staff. He also directed his scientists to take their research, like the Xerox Alto "personal" computer, outside of the laboratory to allow people to use it in a corporate setting and to observe their interaction with it.

In addition, Sutherland fostered a collaboration between the researchers at California Institute of Technology developing techniques of very large scale integrated circuits (VLSI)Β β€” his brother Ivan and Carver MeadΒ β€” and Lynn Conway of his PARC staff. With PARC resources made available by Sutherland, Mead and Conway developed a textbook and university syllabus that helped expedite the development and distribution of a technology whose effect is now immeasurable.

Sutherland said that a research lab is primarily a teaching institution, "teaching whatever is new so that the new can become familiar, old, and used widely."

Sutherland was born in Hastings, Nebraska on May 10, 1936, to a father from New Zealand; his mother was from Scotland. The family moved to Wilmette, Illinois, then Scarsdale, New York, for his father's career. Bert Sutherland graduated from Scarsdale High School, then received his bachelor's degree in electrical engineering from Rensselaer Polytechnic Institute (RPI), and his master's degree and Ph.D. from Massachusetts Institute of Technology (MIT); his thesis advisor was Claude Shannon. During his military service in the United States Navy, he was awarded the Legion of Merit as a Carrier ASW plane commander. He was the older brother of Ivan Sutherland. Bert Sutherland died on February 18, 2020, aged 83.

Document Number Nine (or Document No. 9), more properly the CommuniquΓ© on the Current State of the Ideological Sphere (also translated as the Briefing on the Current Situation in the Ideological Realm), is a confidential internal document widely circulated within the Communist Party of China in 2013 by the General Office of the Communist Party of China. The document was first circulated in July 2012. The document warns of seven dangerous Western values, allegedly including media freedom and judicial independence. Teaching on any of the seven topics is forbidden. There is an emphasis on controlling and preventing communication using the internet of ideas subversive to one party rule. The document was issued in the context of planned economic reforms and increased calls for political reform. It has been described as a critique of the "liberal ways of thinking".

The document was not made available to public by the Communist Party or any branches of the Chinese government, but in July 2013 was allegedly leaked by Chinese dissident journalist Gao Yu, who was in turn sentenced to a seven-year imprisonment for "leaking state secrets".

It is unclear whether this document is official Chinese policy or just a faction within the party. However, The New York Times suggests that it "bears the unmistakable imprimatur of Xi Jinping". It is thought that Document No. 9 was issued by the Central Committee General Office, and would have required the approval of Mr. Xi and other top leaders. A severe crackdown against human rights lawyers, media outlets, academics, and other such independent thinkers has followed the document's publication.

The vanadium redox battery (VRB), also known as the vanadium flow battery (VFB) or vanadium redox flow battery (VRFB), is a type of rechargeable flow battery that employs vanadium ions in different oxidation states to store chemical potential energy. The vanadium redox battery exploits the ability of vanadium to exist in solution in four different oxidation states, and uses this property to make a battery that has just one electroactive element instead of two. For several reasons, including their relative bulkiness, most vanadium batteries are currently used for grid energy storage, i.e., attached to power plants or electrical grids.

The possibility of creating a vanadium flow battery was explored by Pissoort in the 1930s, NASA researchers in the 1970s, and Pellegri and Spaziante in the 1970s, but none of them were successful in demonstrating the technology. The first successful demonstration of the all-vanadium redox flow battery which employed vanadium in a solution of sulfuric acid in each half was by Maria Skyllas-Kazacos at the University of New South Wales in the 1980s. Her design used sulfuric acid electrolytes, and was patented by the University of New South Wales in Australia in 1986.

The main advantages of the vanadium redox battery are that it can offer almost unlimited energy capacity simply by using larger electrolyte storage tanks; it can be left completely discharged for long periods with no ill effects; if the electrolytes are accidentally mixed, the battery suffers no permanent damage; a single state of charge between the two electrolytes avoids the capacity degradation due to a single cell in non-flow batteries; the electrolyte is aqueous and inherently safe and non-flammable; and the generation 3 formulation using a mixed acid solution developed by the Pacific Northwest National Laboratory operates over a wider temperature range allowing for passive cooling. VRFBs can be used at depth of discharge (DOD) around 90% and more, i.e. deeper DODs than solid-state batteries (e.g. lithium-based and sodium-based batteries, which are usually specified with DOD=80%). In addition, VRFBs exhibit very long cycle lives: most producers specify cycle durability in excess of 15,000-20,000 charge/discharge cycles. These values are far beyond the cycle lives of solid-state batteries, which is usually in the order of 4,000-5,000 charge/discharge cycles. Consequently, the levelized cost of energy (LCOE, i.e. the system cost divided by the usable energy, the cycle life, and round-trip efficiency) of present VRFB systems is typically in the order of a few tens of $ cents or € cents, namely much lower than the LCOEs of equivalent solid-state batteries and close to the targets of $0.05 and €0.05, stated by the US Department of Energy and the European Commission Strategic Energy Technology (SET) Plan, respectively.

The main disadvantages with vanadium redox technology are a relatively poor energy-to-volume ratio in comparison with standard storage batteries, and the relatively poor round trip efficiency. Furthermore, the aqueous electrolyte makes the battery heavy and therefore only useful for stationary applications. Another disadvantage is the relatively high toxicity of oxides of vanadium (see vanadium Β§Β Safety).

Numerous companies and organizations involved in funding and developing vanadium redox batteries include Avalon Battery, Vionx (formerly Premium Power), UniEnergy Technologies and Ashlawn Energy in the United States; Renewable Energy Dynamics Technology in Ireland; Enerox GmbH (formerly Gildemeister energy storage) in Austria; Cellennium in Thailand; Rongke Power in China; Prudent Energy in China; Sumitomo in Japan; H2, Inc. in South Korea; redT in Britain., Australian Vanadium in Australia, and the now defunct Imergy (formerly Deeya). Lately, also several smaller size vanadium redox flow batteries were brought to market (for residential applications) mainly from StorEn Technologies (USA), Schmid Group, VoltStorage and Volterion (all three from Germany), VisBlue (Denmark) or Pinflow energy storage (Czechia).

The 480 is a political fiction novel by Eugene Burdick (1964).

The plot evolves around the political turmoil after John F. Kennedy assassination in 1963. In the novel, a fictitious charismatic character, John Thatch, an engineer, is seeking nomination for the Republican Party candidate at 1964 presidential elections. He is described as being contaminated with the "political virus". A handful of political professionals are promoting his nomination, in confrontation with the Party establishment. There exist apparent parallels between Thatch and Henry Cabot Lodge, Jr., a write-in hero at New Hampshire primary.

The novel criticizes the socio-political effects on society at large from the use of computers to run massive simulations, which predict the public reaction to certain (proposed) political moves before implementing them. Such simulations make it easy to manipulate the public consciousness.

The "480" in the title denotes the number of groups (by party affiliation, socioeconomic status, location, origin, etc.) that the computer simulation uses to classify the American electorate. The full list of these is reproduced in the Appendix, claimed by the author to be the true list used by the Simulmatics Corporation (real name) in Senator John F. Kennedy's Presidential campaign in 1960. The cover features an IBM 5081 punched card.

The Simulmatics Corporation was created by MIT Professor Ithiel de Sola Pool, who provided a non-fiction backup to "The 480" in "Candidates, Issues, and Strategies: A Computer Simulation of the 1960 Presidential Election," MIT Press, 1964 (with co-authors Robert P. Abelson and Samuel L. Popkin). They built their model from 130,000 archived interviews in Gallup and Roper polls over a ten-year period. Based on its output, they advised Kennedy that he would benefit from a strong civil rights stand and that he had nothing to lose, and much to gain, by attacking religious bigotry and dealing frankly with his Catholicism.

The 480 has been cited as prefiguring the effect of modern social media and data gathering on politics.

The War Powers Resolution (also known as the War Powers Resolution of 1973 or the War Powers Act) (50 U.S.C. ch. 33) is a federal law intended to check the U.S. president's power to commit the United States to an armed conflict without the consent of the U.S. Congress. The resolution was adopted in the form of a United States congressional joint resolution. It provides that the president can send the U.S. Armed Forces into action abroad only by declaration of war by Congress, "statutory authorization", or in case of "a national emergency created by attack upon the United States, its territories or possessions, or its armed forces".

The bill was introduced by Clement Zablocki, a Democratic congressman representing Wisconsin's 4th district. The bill had bipartisan support and was co-sponsored by a number of U.S. military veterans. The War Powers Resolution requires the president to notify Congress within 48 hours of committing armed forces to military action and forbids armed forces from remaining for more than 60 days, with a further 30-day withdrawal period, without congressional authorization for use of military force (AUMF) or a declaration of war by the United States. The resolution was passed by two-thirds each of the House and Senate, overriding the veto of President Richard Nixon.

It has been alleged that the War Powers Resolution has been violated in the past. However, Congress has disapproved all such incidents, and no allegations have resulted in successful legal actions taken against a president.

Hofstede's cultural dimensions theory is a framework for cross-cultural psychology, developed by Geert Hofstede. It shows the effects of a society's culture on the values of its members, and how these values relate to behavior, using a structure derived from factor analysis.

Hofstede developed his original model as a result of using factor analysis to examine the results of a worldwide survey of employee values by IBM between 1967 and 1973. It has been refined since. The original theory proposed four dimensions along which cultural values could be analyzed: individualism-collectivism; uncertainty avoidance; power distance (strength of social hierarchy) and masculinity-femininity (task-orientation versus person-orientation). The Hofstede Cultural Dimensions factor analysis is based on extensive cultural preferences research conducted by Gert Jan Hofstede and his research teams. Hofstede based his research on national cultural preferences rather than individual cultural preferences. Hofstede included six key aspects of national culture country comparison scales, including: the power distance index (PDI), individualism vs. collectivism (IDV), motivation towards achievement and success (MAS, formerly masculinity versus femininity), uncertainty avoidance index (UAI), long term orientation versus short term normative orientation (LTO), and indulgence versus restraint (IVR). The PDI describes the degree to which authority is accepted and followed. The IDV measures the extent to which people look out for each other as a team or look out for themselves as an individual. MAS represents specific values that a society values. The UAI describes to what extent nations avoid the unknown. LTO expresses how societies either prioritize traditions or seek for the modern in their dealings with the present and the future. The IVR index is a comparison between a country's willingness to wait for long-term benefits by holding off on instant gratification, or preferences to no restraints on enjoying life at the present.

Independent research in Hong Kong led Hofstede to add a fifth dimension, long-term orientation, to cover aspects of values not discussed in the original paradigm. In 2010, Hofstede added a sixth dimension, indulgence versus self-restraint. Hofstede's work established a major research tradition in cross-cultural psychology and has also been drawn upon by researchers and consultants in many fields relating to international business and communication. The theory has been widely used in several fields as a paradigm for research, particularly in cross-cultural psychology, international management, and cross-cultural communication. It continues to be a major resource in cross-cultural fields.
