Goliath, the circus strongman and the midget, Little Professor Atom, both employed by Wilson's Wonder Circus, are accomplices of villanous businessman John Carter in taking over the circus from owner Jeff Wilson. Julie Randall, Jeff's girlfriend, performs a horse act in the circus. Jeff has hidden $10,000 in cash (equal to $ 231,459 today), which he owes to Carter, in the cage of Gibraltar the gorilla. When Jeff goes to retrieve the money to give to Carter from Gibraltar's cage on the circus train, Carter has Goliath and Atom knock Jeff unconscious and steal the $10,000. Jeff's friend and circus employee, Antonio 'Tony' Pirelli, summons attorney J. Cheever Loophole to investigate the situation. Loophole discovers Carter's moll, Peerless Pauline (whose circus act consists of walking upside-down with suction cups on her shoes), is hiding the money, but she outwits him and he fails to retrieve it. Later, Tony and Punchy search Goliath's stateroom on the circus train for the money, but are unsuccessful. With Carter about to foreclose on the circus, Loophole discovers that Jeff's aunt is the wealthy Mrs. Susanna Dukesbury, and he tricks her into paying $10,000 for the Wilson Wonder Circus to entertain the Newport 400, instead of a performance by French conductor Jardinet, and his symphony orchestra. The audience is delighted with the circus; when the blustery Jardinet arrives, Loophole, who delayed the Frenchman's arrival on the SS Normandie by implicating him in a dope ring, disposes of the conductor and his orchestra by having Tony and Punchy cut the moorings on a floating bandstand as they play the prelude to act III of Wagner's Lohengrin at the water's edge. Meanwhile, Carter and his henchmen try to burn down the circus, but are thwarted by Tony and Punchy, along with the only witness to the robbery: Gibraltar the gorilla, who also retrieves Jeff's money from Carter after a big trapeze finale, which features Tony shooting Mrs. Dukesbury out of a cannon. Loophole asks Gibraltar if the money is all there and the ape carefully counts it. The film ends with Jardinet and his orchestra still playing Wagner to the waves.

Marion Dixon, a popular white American circus artist, is forced to flee for her life with her black baby to escape a lynch mob in a rural American town. The fate of the black father of her child is not mentioned, but it is heavily implied that he was lynched. Dixon is taken under the wing of Franz von Kneishitz, a sinister German theatrical agent whose mustache and mannerisms resemble those of Adolf Hitler. Kneishitz blackmails Dixon into becoming his lover while exploiting her. Dixon is only kept alive by her love for her son Jimmy, and when she plays in Moscow as a guest performer, she is portrayed as spiritually broken. At the Moscow circus, the circus director Ludvig hires the Arctic explorer Ivan Petrovich Martynov to design a new circus act to top Dixon's "Trip to the Moon" act. Ludvig's fiery daughter Rayechka has a tempestuous relationship with her boyfriend Skameikin. Despite his mission to design an act better than her act, Martynov and Dixon fall in love, which attracts Kneishitz's rage and he beats Dixon quite savagely with his whip. Dixon wants to stay in Moscow with Martynov, saying she has found happiness again. Kneishitz diverts a love letter from Dixon meant for Martynov to Skameikin, which throws the circus into romantic chaos as Rayechka is furious with Skameikin while Martynov is heartbroken. To escape Rayechka, Skameikin accidentally runs into a lion cage and has to calm the lions with a bouquet of flowers. When Martynov does not respond to her love letter, Dixon nearly leaves Moscow with Kneishitz. By this time, Rayechka has learned the truth and she helps Dixon escape Kneishitz. Martynov and Dixon are late to the circus, forcing Ludvig to perform the top act of 1903, the chudo tekhniki ("miracle of technology"), to amuse the impatient audience. Finally, Martynov and Dixon arrive and perform their "Trip to the Stratosphere" act together. Kneishitz interrupts the act to tell Dixon to come with him or else he will reveal her secret. When she refuses, Kneishitz delivers a Hitler-like rant about how Dixon has a black son called Jimmy, only for the audience to laugh at him. Ludvig tells Kneishitz that the peoples of the Soviet Union do not share his concern about racial purity or race at all. Dixon's black son is embraced by friendly Soviet people. Kneishitz tries to seize Jimmy, but the audience unites to save him. Finally, a group of burly Red Army soldiers in the audience block Kneishitz, who cowers in fear and leaves. The movie climaxes with a lullaby being sung to the baby by representatives of various Soviet ethnicities taking turns. The lyrics of the lullaby to Jimmy are sung in Russian, Ukrainian, Yiddish, Uzbek, and Georgian. One of the members of the audience is a black American man dressed in a Soviet naval officer's uniform with a white Russian wife, which was meant to show that there is no racism in the Soviet Union. The lyrics of The International Lullaby declare: " Son prikhodit na porog/Krepko, krepko spi ty/Sto putei, sto dorog/Dlia tebia otkryty " ("Sleep comes to your doorstep/Sleep very, very soundly/A hundred paths, a hundred doorways/Are open to you"). Dixon and Martynov declare their love for one another while Rayechka and Skameikin become engaged. The film ends with Rayechka and Dixon marching together in the annual May Day parade under banners depicting the faces of Lenin and Stalin.

At the royal palace in Karlsburg, King Ferdinand counsels his grandson, Prince Karl Franz, on the young man's imminent engagement to the wealthy Princess Johanna of Nordhausen. The king observes that although their country is poor, it has always survived because the men of the royal family marry well. The following evening, Johanna is feted with a ball, but she finds the prince's cold, formal manner off-putting. The king and Johanna's mother, Queen Mathilda, discuss the shaky prospects for an alliance between their heirs, and Mathilda says that Karl must learn to radiate warmth and charm. Karl's teacher, Prof. Juttner, is summoned to the palace in the middle of the night and ordered to instruct the prince in the graces of living. Juttner maintains that such an education comes from being with other people, and recommends that Karl be sent to his own alma mater, the University of Heidelberg. Karl is dispatched to Heidelberg the next day, along with Juttner and the punctilious royal valet, Lutz. They take rooms in an inn owned by Joseph Ruder, and Karl is immediately charmed by Ruder's pretty niece Kathie. When Karl impulsively kisses Kathie, however, she angrily rebuffs him. Classes begin, and the haughty prince bristles at being treated like all the other students. After chastening comments from Juttner and Kathie, however, Karl resolves to adapt to student life, and quickly finds that he enjoys it. On Kathie's recommendation, he joins the Westphalians, a student corps made up of good-natured commoners, and learns to consume prodigious amounts of beer. When Karl again attempts to kiss Kathie one evening, she knocks him down, as Lutz watches, aghast. Lutz orders Ruder to send Kathie away, threatening dire consequences if the incident is reported. The distraught Ruder goes to Kathie's room and finds her already packing, and tells her where to find a job in a nearby town. The following evening, the students protest Kathie's absence, and Ruder confides to Karl the name of the restaurant where Kathie now works. Karl goes to apologize, and when he causes Kathie to break some plates, she loses her job. Karl humbly beseeches Kathie to return to Heidelberg and declares his feelings for her. Now in love, Karl and Kathie return to Ruder's inn. One night, Karl is drinking and singing with the Westphalians when his true identity is accidentally revealed to the imperious Count Von Asterburg, head of the elitist Saxo-Borussian corps. Von Asterburg insists that the prince join their corps, and when Karl refuses to leave his Westphalian friends, challenges him to a duel. Karl defeats Von Asterburg in a sword fight, and the two men shake hands as friends, but Kathie is appalled. The lovers make up, and one night, at a carnival, Karl asks Kathie to go away with him. Before they can leave, however, Prime Minister Von Mark arrives from Karlsburg with the news that the king is ill and wishes to see Karl. After promising Kathie he will return, Karl returns to the palace. The king announces that Karl's marriage to Johanna will take place shortly, and when Karl protests that he is in love with Kathie, the king reminds him of his duty. Karl accuses Von Mark of having tricked him into returning, but the prime minister replies that the king is actually much sicker than he realizes. The king passes away, and preparations are made for Karl's marriage. While traveling to Nordhausen for the wedding, Karl suddenly orders the train to stop in Heidelberg. Karl goes to Ruder's inn, where he and Kathie lovingly say goodbye.

Penniless and straight out of the University of Iowa, Joe F. moves to New York needing an apartment and a job. With the fortuitous death of Mrs. Grotowski, an artist named Walter Shit helps Joe to take over the last rent-controlled apartment in a building slated for demolition by convincing everyone that Mrs. Grotowski was Joe's mother. If Senator Dougherty can empty the building, he can make way for the prison he intends to build there, and uses thug Alberto Bianco and his nephews, Vlad and Jesus, to intimidate tenants. Joe discovers he has twenty to thirty thousand roommates, all of them talking, singing cockroaches who are grateful that a slob has moved in. Led by Ralph, the sentient, tune-savvy insects scare away the thugs in an act of enlightened self-interest that endears them to their human meal ticket. Tired of living on handouts from mom back in Iowa and after a series of dead-end jobs ruined by his well-intentioned six-legged roomies, Joe finds himself the unskilled drummer in Walter Shit's band. Hanging posters for SHIT, he encounters Senator Dougherty's daughter Lily, promoting her own project, a community garden to occupy the vacant site surrounding Joe's building. A gift to Lily while working on her garden is enough to woo her back to Joe's apartment. However, the cockroaches break a promise to keep out of his business and a panicked Lily flees, only to discover the garden she'd worked on has been burned to the ground. During a fight with his roommates over his spoiled romantic evening, the building suffers the same fate as the garden. A mutual truce between the hapless and now homeless roommates leads the cockroaches to "call in favors from every roach, rat and pigeon in New York City" to try to make amends to Joe. Overnight, the roaches scour New York to gather materials to convert the entire area into a garden and take care of all the necessary paperwork to ensure harmony reigns over all.

The story begins with the independence of Bangladesh after the 1971 war. Amongst those affected by the partition are two orphans: Bikram Bose and Bala Bhattacharya. They meet Lateef, who offers them food in exchange for smuggling guns. One of Lateef's customers, an army officer, wants one of the boys as his sex slave; if Lateef refuses, his daughter will be taken. Lateef chooses Bala at first, but Bikram insists that he will go instead. Bala refuses to leave his best friend and returns to save Bikram from the officer, whom they kill. This makes them partners in crime; when the army chases them, Lateef is killed while trying to protect the duo. Bikram and Bala flee to Calcutta and work at a restaurant. After being mistreated and insulted, they learn that pilfering coal is a way to make easy money. As adults in 1988, Bikram and Bala loot coal trains and sell the huge quantity of coal. Their chief competitor is Dibakar. When Bikram and Bala loot one of Dibakar's trains, his men threaten them. Undeterred, they promise to loot his next train as well. When they arrive to loot Dibakar's train, he calls them " refugees," and a fight ensues. Before they kill Dibakar, Bikram and Bala tell him that they are Indians, not refugees. Now having control of the coal business, they expand into other businesses by laundering money with Kaali Kaka's help. They become local heroes by building hospitals, donating to charities, and building schools. Although they provide jobs for the poor, their business dealings make them a target of the law. Assistant Commissioner of Police Satyajeet Sarkar is summoned to arrest Bikram and Bala. Sarkar, knowing that they can cover their tracks with Kaali Kaka, warns them that he will arrest them when he finds evidence against them. A businessman invites Bikram and Bala to the opening of his new club in Calcutta. He introduces them to Himanshu, his assistant. They meet Nandita, a cabaret dancer. They both fall in love with her, and decide that whoever wins her heart will marry her. Nandita invites them to a theatre to tell them whom she loves. Bala gets into a fight there with a man who makes a disrespectful comment on Nandita and Bala shoots him. Bikram tells Bala to go into hiding, promising not to see Nandita until he returns. Sarkar warns Bikram that if Bala returns to Calcutta, he will be killed. Nandita tells Bikram that she loves him, but if they do not observe Durga Puja together, she will never see him again. Bikram agrees to meet her. Later, Bala learns about this through Himanshu, and returns to Calcutta. Enraged when he sees Bikram and Nandita, Bala accuses Bikram of breaking his promise and shoots at him. He hits Nandita instead, who is rushed to hospital and survives. Bala learns that their businesses are in Bikram's name, and demands his share. Bikram agrees, even sharing the ration card which is proof of their Indian nationality. Bala suggests sharing Nandita; angering Bikram, who fights Bala. Bikram wins but spares Bala as he saved his life. However, he warns Bala that if he bothers Nandita, he will kill him. When Bikram proposes to Nandita, she says she cannot marry him unless he leaves his criminal life behind; Bikram agrees. A vengeful Bala blows up Bikram's coal mines and kidnaps Nandita. As Bikram prepares to kill Bala, Sarkar asks Bikram to turn the state's evidence against Bala so he and Nandita can marry. Bala tells Nandita that he will kill her unless she leaves Bikram; Nandita retorts that she still loves Bikram after explaining the differences between him and Bala. She also clarifies that Bikram was waiting for Bala even when Bikram was with her. Heartbroken, Bala apologises to Nandita and returns her to Bikram. In reality, Nandita is an undercover police officer helping Sarkar arrest Bikram and Bala. When Bikram prepares to help Sarkar implicate Bala, he encounters the man whom Bala supposedly killed and learns that he is also an undercover police officer. Nandita tries to convince Bikram that he will be treated leniently by the law. He believes the law was responsible for destroying their childhood and innocence. Nandita reveals her identity to Bikram, and he realises that she was a trap Sarkar set to separate him from Bala. When she asks him to surrender, he refuses and rejoins Bala. Himanshu brings Bala into the coal mine to meet Dutta. Himanshu tells him that he is Dibakar's brother and saw him murdered by Bikram and Bala. He reveals Nandita's identity and tries to kill Bala, but Bikram rescues him, and Bala kills Himanshu. While trying to escape, they are then cornered by Sarkar and Nandita, who again tells Bikram that she loves him and he should surrender; Sarkar also tries to convince Bala to surrender. Bikram and Bala see a passing train and run towards it. As Bikram and Bala are inches away from catching the train, Sarkar and Nandita shoot at them. Ambiguous over their deaths, the story ends with Bikram and Bala as they narrate how they were, are and will always be the goons.
