In Dorchester, Boston, private investigator Patrick Kenzie and his partner and girlfriend Angie Gennaro witness a televised plea by Helene McCready for the return of her abducted four-year-old daughter Amanda, who was last seen with her favorite doll, Mirabelle. Amid the media frenzy, Amanda's aunt Bea and uncle Lionel hire the pair to find her. Patrick and Angie meet with Boston Police Department detectives Remy Bressant and Nick Poole, who tell them about Corwin Earle, a known child molester whom they consider a suspect. Patrick asks a criminal associate, Bubba, to look for Earle and also discovers that Helene and her boyfriend Ray are addicts and drug mules for local Haitian drug lord Cheese, and had recently stolen $130,000 from him. After finding Ray has been murdered by Cheese's men, Patrick and Angie join Remy and Nick to find Amanda, whom they now believe has been taken by Cheese. Helene reveals she buried the money in Ray’s backyard and tearfully makes Patrick promise he will bring Amanda home alive. Patrick meets with Cheese and tries to negotiate returning the stolen money in exchange for Amanda, but he denies any involvement in the girl's disappearance. The following day, Captain Jack Doyle reads Patrick a telephone transcript of Cheese calling the station to set up an exchange for the girl. The exchange at a nearby quarry is botched after a gunfight breaks out, and Cheese is killed. It is believed that Amanda fell into the quarry's pond and drowned; Angie retrieves Mirabelle and returns it to Helene. Doyle, whose own daughter was killed years before, takes responsibility for the botched exchange and goes into early retirement. Two months later, a seven-year-old boy is abducted in Everett, a city near Boston, and Patrick receives information from Bubba that Corwin Earle is living with two married cocaine addicts. The two visit the house and Patrick observes evidence of the abducted boy, so he returns with Remy and Nick late at night to rescue him. Before they can enter the house, the woman starts shooting and fatally wounds Nick before chasing Patrick into Corwin's room. He discovers the dead child and executes Corwin as Remy arrives and kills the woman. The following evening, an intoxicated Remy tries to alleviate Patrick's guilt, confiding that he once planted evidence to help a family escape from an abusive husband. When Remy discloses that Ray was the one who told him about the abusive husband, Patrick becomes suspicious, as Remy had previously said that he did not know Ray. Following Nick's funeral, Patrick speaks to police officer Devin, telling him that Remy lied to him about knowing Ray. Devin tells him Remy knew about Cheese's stolen money before Cheese did. Patrick goads Lionel into meeting him in a bar and pieces together that he and Remy had staged a fake kidnapping to keep the drug money for themselves and to teach Helene a lesson, which Lionel finally admits. Remy enters the bar wearing a mask and stages a robbery. Patrick realizes it is just a ruse to kill them, so he yells about Remy's involvement in Amanda's kidnapping. The bartender shoots Remy, but he flees, pursued by Patrick, and succumbs to his injuries. While being questioned, Patrick realizes Doyle's involvement when he is told the police do not use phone transcripts. Arriving at Doyle's house, Patrick and Angie find Amanda alive and well. He admits his part in the kidnapping and setting up the fake exchange to frame Cheese. When Patrick threatens to call the police, Doyle tries to convince him that Amanda would have a better life with him and his wife than with her neglectful mother. Patrick discusses the choice with Angie, who says she will hate him if he returns Amanda to her mother, making the case that the girl would grow up much safer and happier if they leave her to be raised by Doyle and his wife. However, he makes the call regardless. Doyle, his wife, and Lionel are arrested, and Patrick and Angie break up. Patrick later visits Helene as she is preparing for a date. On discovering she has not arranged for a babysitter, he volunteers. After she leaves, Patrick sits down with Amanda and asks about Mirabelle, but is told her name is Anabelle. Realizing Helene does not even know the name of her daughter's favorite doll, Patrick is left to wonder whether returning Amanda to her mother was a mistake.

The story begins with Benjamin García, nicknamed "Benny" (Damián Alcázar), saying farewell to his mother and younger brother to migrate to the United States. 20 years later, he is deported back to Mexico, where he finds a bleak reality where an economic crisis and a wave of crime and violence hit the country as a result of the war on drugs. His mother and godfather tell Benny his younger brother was killed under strange circumstances, leaving behind a wife and son. Benny soon meets them is attracted towards his brother's widow, Guadalupe Solís (Elizabeth Cervantes), and promises in front of his brother's grave to help her and his nephew. Some time later, he meets his childhood friend Eufemio "El Cochiloco" Mata (Joaquín Cosío), who has become part of a drug cartel. He learns that Eufemio and his brother worked together in the "Los Reyes del Norte" cartel, going by Pedro "El Diablo" García, but he was killed by the rival cartel "Los Panchos". Days later, Benny, now in a relationship with Guadalupe, finds himself in trouble after his nephew is arrested for robbery and will only walk free with a bribe of 50,000 pesos (about 4000 USD in 2010). Benny asks Cochiloco for help and joins the cartel, where he meets the boss, Don José Reyes (Ernesto Gómez Cruz) and his son Jesús "El J.R." Reyes. He's accepted into the cartel, not before being reminded about the rules: Honesty, loyalty, and absolute silence. Benny seems content, but after witnessing the torture and killing of "La Cucaracha", a whistleblower for the federal police, he starts to doubt himself in front of the horrors he must commit. Despite this, Guadalupe convinces him to stay, claiming they "could get used to anything except starving". Benny starts to adapt and progress in the cartel, and becomes wealthy when he and El Cuchiloco save a shipment of drugs from El Texano (Mario Almada) from attack by a rival gang and are rewarded by Don José. Benny brings his mother money and a television as a gift to apologize for his failure to keep his promise from before he left for the US, and she chastises him for following in his brother's footsteps before requesting he give her his watch and buy her a walkman. As Benny and El Cuhciloco continue to work for the cartel, they are arrested and offered a deal by a federal agent - to help the government to capture Don José in exchange for being entered into witness protection. Don José, furious that the police and mayor were unable to prevent the arrest, orders them to go after his brother, the leader of the rival gang Los Panchos. Benny reveals to Guadalupe that he plans to save the money he makes working for Don José and take her and his nephew to live in the United States as soon as he can afford it. The rival cartel grows stronger and begins a major dispute, for which Los Reyes employ ex-military mercenaries as new members. J.R. divides them in three groups and gives them separate missions. When he returns home, a worried Gudalupe tells Benny that her son is missing, and Benny goes out to find him. He learns that his nephew is working with Los Panchos and goes to bring him home, warning him of the danger he faces by working with the rival gang and telling him not to end up like his father. Benny receives a call from Cochiloco saying he's in trouble. Someone had betrayed them and told the rival cartel their location, with J.R. killed in the ambush as he was having sex with two of the mercenaries. Since J.R. was probably hiding his homosexuality from his father, Cochiloco decided to lie to Don José about his death, which causes him to doubt the loyalty of his subordinate. The day of the funeral, Don José looks at Cochiloco with distrust and resentment, who he believes is responsible for his son's death. He orders another one of the mercenaries, "El Sargento," to kill Cochiloco's eldest son. The latter, filled with rage, seeks revenge against Don José, but dies off screen in his attempt. Don José offers the remaining members a large reward to kill his brother Don Francisco "Pancho" Reyes, his nephews Los Panchos, and whoever gave the location of his son's squad. They slaughter the rival cartel and discover the traitor was a young man from the same town: Benjamin "El Diablito" García, Benny's nephew, but the other members don't recognize him. Angry and nervous, Benny questions his nephew about his reasons, who in tears confesses he did it because he found out it was Los Reyes who killed his father, showing the gold chain he always wore, the one Benny gifted him when he left for the United States. Benny begins to search for the truth, interrogating his partner "El Huasteco" who reveals the truth at gunpoint: Don José personally tortured and killed Pedro by castrating him for having slept with Don Jose's wife. Between laughs and rage he realizes the other members do know his nephew, and it was a matter of time before they found out about his involvement in the ambush. Benny knocks Huasteco unconscious and ties him up before going back to take his nephew to safety and get him out of the country, sending him on a bus to meet someone who can take him into the US where he is to travel on to Phoenix. Before he can return to town, Benny receives a call from Guadalupe warning him Los Reyes already know what's going on, and Benny urges her to abandon the town. Benny resorts to the federal police to testify against Don José for protection, but all too soon he realizes they're involved with Los Reyes as well. After being tortured he attempts to save himself from being brought to Don José by bribing to policemen to let him escape, offering them money and drugs. When they arrive at his brother's grave, Benny shows the policemen the bribe, which was hidden in a small niche on the grave. But as they are distracted, Benny takes out a gun to shoot the agents, however, he misses and one of them shoots back. Benny is left for dead and buried in a shallow grave next to his brother's, knowing Don José had ordered them to bring Benny alive for punishment. The morning after, Benny wakes up and gets out of the grave just to find that Guadalupe had been murdered by the cartel. Badly hurt, he decides to get away to recover. Months later, Don José becomes the county governor, and hold a public Independence Day celebration which leaves them exposed. Benny decides to kill off Los Reyes and his family while they are giving the traditional Independence Day Cry to the town, mowing them down with an AK-47, wiping out the cartel. In the final scene, it is shown that Benny died offscreen. Diablito pays respects in front of Benny's grave with a smile on his face, and leaving in his van to later arrive in a drug warehouse to kill Benny's assassin, Don Francisco's grandson - ensuring the cycle of violence plaguing Mexico will only continue.

In a near-future dystopia, Detroit is on the brink of social and financial collapse. Overwhelmed by crime and dwindling resources, the city grants the mega-corporation Omni Consumer Products (OCP) control of the Detroit Police Department. OCP senior president Dick Jones demonstrates ED-209, a law-enforcement robot designed to supplant the police. ED-209 malfunctions and brutally kills a volunteer, allowing ambitious junior executive Bob Morton to introduce OCP's chairman ("the Old Man") to his own project — RoboCop. Meanwhile, police officer Alex Murphy is transferred to the Metro West precinct. Murphy and his new partner, Anne Lewis, pursue notorious criminal Clarence Boddicker and his gang: Emil Antonowsky, Leon Nash, Joe Cox, and Steve Minh. Lewis is incapacitated while the gang ambushes and tortures Murphy until Boddicker fatally shoots him. Morton has Murphy's corpse converted into RoboCop, a heavily armored cyborg with no memory of his former life. RoboCop is programmed with three prime directives: Serve the public trust, protect the innocent, and uphold the law. A fourth prime directive, Directive 4, is classified. Assigned to Metro West, RoboCop is hailed by the media for his brutally efficient campaign against crime. Lewis suspects that he is Murphy, recognizing the unique way he holsters his gun (a trick Murphy learned to impress his son). After experiencing a nightmare of Murphy's death during maintenance, RoboCop encounters Lewis, who addresses him as Murphy. While on patrol, RoboCop arrests Antonowsky, who recognizes Murphy's mannerisms, furthering RoboCop's recall. RoboCop then uses the police database to identify Antonowsky's associates and review Murphy's police record. He recalls further memories while exploring Murphy's former home, his wife and son having moved away after his death. Elsewhere, Jones gets Boddicker to murder Bob Morton as revenge for Morton's attempt to usurp his position at OCP. RoboCop tracks Boddicker's gang to a cocaine factory. After a shootout in which Minh is killed, RoboCop arrests and brutally interrogates Boddicker until he admits to working for Jones. RoboCop attempts to kill Boddicker for revenge until his programming directs him to uphold the law. RoboCop attempts to arrest Jones at the OCP Tower, but Directive 4 is activated, a fail-safe measure to neutralize RoboCop were he to act against an OCP executive. Jones admits his culpability in Morton's death and releases an ED-209 to destroy RoboCop. Although he escapes, RoboCop is attacked by the police force on OCP's order and is badly damaged. He is rescued by Lewis, who brings him to an abandoned steel mill to repair himself. Angered by OCP's underfunding and short-staffing, the police force goes on strike, causing Detroit to descend into violent chaos. Jones frees Boddicker and his remaining gang, arming them with high-powered weaponry to destroy RoboCop. The gang are quickly eliminated at the steel mill, but Lewis is badly injured in the shootout. RoboCop confronts Jones at the OCP Tower during a board meeting, revealing the truth behind Morton's murder. Jones takes the Old Man hostage, who responds by firing him, nullifying Directive 4. RoboCop shoots Jones, causing him to crash through a window and fall several stories to his death. The Old Man compliments RoboCop's shooting and asks his name. He replies, "Murphy."

Manni, a bagman responsible for delivering 100,000 marks, frantically calls his girlfriend Lola. Manni says that he was riding the U-Bahn to drop off the money and fled upon seeing ticket inspectors, before realizing that he left the money bag behind; he saw a homeless man examining it as the train pulled away. Manni's boss Ronnie will kill him in 20 minutes unless he has the money, so he is preparing to rob a nearby supermarket to replace the funds. Lola implores Manni to wait for her and decides to ask her father, a bank manager, for help. Lola runs down the staircase of her apartment building past a man with a dog. At the bank, her father is conversing with his mistress, who discloses her pregnancy. When Lola arrives, her conversation with her father turns into an argument. He tells her that he is leaving her mother and that Lola is not his biological daughter. Lola runs to meet Manni but arrives too late and sees him entering the supermarket with a gun. She helps him steal 100,000 marks but they find the place surrounded by police. Surrendering, Manni throws the money bag into the air, which startles a police officer who accidentally shoots Lola dead. Events restart from the moment Lola leaves the house. This time, the man with the dog trips her, and she runs with a limp and arrives late to the bank, allowing her father's mistress to add that he is not the father of her unborn child. A furious Lola overhears, grabs a security guard's gun, holds her father hostage and robs the bank of 100,000 marks. When police mistake her for a bystander, she is able to leave and meet with Manni in time and stop him from robbing a supermarket, but a speeding ambulance that Lola distracted moments earlier runs him over. Events begin again. Lola leaps over the man and his dog, arriving at the bank earlier but not triggering an auto accident as she did the first two times. Consequently, her father's customer arrives before her and leaves with her father. Lola wanders aimlessly before entering a casino, where she hands over all her cash and plays roulette with a 100-mark chip. She bets it on the number 20, which wins. Roulette pays 35 to 1, so she wins 3,500 more marks, which she immediately adds to her original chip on 20. The 20 comes up again. She leaves with a bag containing 129,600 marks and runs to Manni's rendezvous. Manni spots the homeless man from the underground train passing by on a bicycle with the money bag. Manni steals back the bag at gunpoint, exchanging his gun. A dishevelled and perspiring Lola arrives to witness Manni handing over the money to Ronnie. As the pair walk along, Manni casually asks Lola about her bag.

Rama, a rookie MBC officer, joins a 20-man squad led by Sgt. Jaka and Lt. Wahyu for a raid on an apartment block with the intent of arresting Tama Riyadi, a crime lord. Together with his lieutenants Andi and Mad Dog, Tama runs the block and allows criminals and addicts to rent rooms under his protection. Arriving undetected, the team sweeps the first floor and subdues various tenants; they also meet a law-abiding tenant Gofar delivering medicine to his sick wife. Continuing to the sixth floor, the team is spotted by two young lookouts, and after one of whom is shot, the other raises the alarm. Tama calls in reinforcements, including a pair of snipers, who pick off the officers guarding the block's exterior and a group of gunmen, who destroy their SWAT vehicle. Taking advantage of the chaos outside, Tama's men set themselves free and regain control of the first five floors. Tama cuts the lights and announces over the PA system that the rest of the officers are on the sixth-floor stairwell and that he will grant free permanent residence to those who kill them. Wahyu confesses to Jaka that he staged the mission to eliminate Tama, who is in league with corrupt police officials, including himself; the mission is not officially sanctioned by the police command and there will be no reinforcements. The remaining team members are ambushed by gunmen from above and almost completely wiped out. The remaining officers – Rama, Bowo, Jaka, Wahyu, Dagu, Alee, Hanggi and another officer – retreat to an empty apartment and are cornered by more armed thugs. Rama uses an axe to create a hole in the floor so the team can descend to the lower level. Dropping to the room below, the team struggles to fend off Tama's thugs; Alee, Hanggi, and the unnamed officer are killed and Bowo is gravely wounded. Rama uses a propane tank and a refrigerator to construct an improvised explosive device that kills the invading henchmen. With more of Tama's reinforcements approaching, the team splits into two groups: Jaka, Dagu and Wahyu retreat to the fifth floor, while Rama and Bowo ascend. As Rama and Bowo travel through a hallway to locate Gofar in room #726, they get ambushed by Tama's men rushing out of their apartments. After Rama defeats all of the attackers, he picks up Bowo (who killed an incapacitated thug while crawling towards the end of the hallway), and reaches Gofars apartment. Gofar reluctantly hides the officers inside. A five-man gang, wielding machetes, search the apartment, but cannot find them. After tending to Bowo's wounds, Rama leaves to search for Jaka's group. Rama encounters the machete gang and defeats them in a long fight, tackling their leader through a window and plummeting onto a fire escape below. On the sixth floor, Rama finds Andi, who has murdered two of Tama's men. Andi is revealed to be Rama's estranged elder brother. Rama actually signed up for the mission to search for Andi, at the urging of their father. Rama refuses to leave the building without his comrades and Andi refuses to abandon his criminal life. Rama parts ways with his brother to search for his surviving colleagues. Mad Dog discovers Jaka and his group on the fourth floor. Wahyu runs off and Jaka instructs Dagu to protect him. Mad Dog challenges Jaka to hand-to-hand combat. Mad Dog ultimately gains the upper hand and kills Jaka by breaking his neck. He then meets with Andi to report back to Tama. Tama, having learned of Andi's treachery through his surveillance cameras, attacks and incapacitates Andi. Rama regroups with Dagu and Wahyu and they head for Tama on the 15th floor, fighting through a narcotics lab along the way. Rama separates from Dagu and Wahyu when he discovers Mad Dog torturing Andi. Mad Dog lets Rama free Andi and fights them. After a brutal fight, Rama and Andi kill Mad Dog. Meanwhile, Wahyu and Dagu confront Tama, and Wahyu kills Dagu before taking Tama hostage. Tama taunts Wahyu by revealing that he knew they were going to raid the building. Wahyu was set up by his corrupt superior Reza and that he will be killed regardless of whether he escapes. A panicked and desperate Wahyu kills Tama and attempts suicide, only to find he is out of bullets. Andi uses his influence to allow Rama to leave with Bowo and Wahyu. Andi also hands over blackmail recordings Tama made with the corrupt officials, telling him to contact Bunawar. Rama asks Andi to come home, but Andi refuses and asserts that he can protect Rama in the underworld, but Rama cannot do the same for him on the outside. As Rama, Bowo and Wahyu leave, Andi turns around and walks back to the apartment block, smiling.

"Ghetto" Pat Calhoun and Perfidia Beverly Hills are lovers and members of a far-left militant revolutionary group, the French 75. While breaking out detained immigrants from Otay Mesa Detention Center, Perfidia sexually humiliates the commanding officer, Steven J. Lockjaw, who becomes obsessed with her sexually. Later, when Lockjaw catches Perfidia planting a bomb, he lets her go after she agrees to his demand to meet him for sex. Soon after, Perfidia becomes pregnant. After Perfidia gives birth to a girl named Charlene, Pat tries to persuade her to settle down, but she instead abandons Pat and Charlene to continue her revolutionary activities. Perfidia is arrested after murdering a security guard during a botched bank robbery. Lockjaw arranges for her to avoid prison in exchange for information on key French 75 members. Perfidia enters witness protection, while Lockjaw uses the information she provided to hunt down and summarily execute her comrades. French 75 member Howard Sommerville gives Pat and Charlene stolen identities as Bob and Willa Ferguson, while Perfidia flees witness protection for Mexico. Sixteen years later, living off-the-grid in the sanctuary city of Baktan Cross, California, Bob has become a paranoid stoner. He is protective of Willa, now a free-spirited and self-reliant teenager who resents Bob's substance abuse, and told her that her mother was a hero who died when she was a baby. Through his anti-immigration efforts, Lockjaw has become a colonel and a prominent figure within the U.S. security agencies. When Lockjaw is invited to become a member of the Christmas Adventurers Club, a white supremacist secret society, he seeks to kill Willa to hide his past interracial relationship with Perfidia. He hires bounty hunter Avanti Q to capture Howard, whose distress signal goes out to the remaining members of the French 75. Using an immigration and drug enforcement operation as cover, Lockjaw sends troops to Baktan Cross. French 75 member Deandra rescues Willa before her school dance is raided and takes her to a convent of revolutionary nuns, where she guesses the truth about her mother's betrayal. While high at home, Bob is warned by the French 75 about Lockjaw, whose men then raid his house. Escaping through a tunnel, Bob is helped by Sergio St. Carlos, Willa's karate sensei and a community leader, who also evacuates immigrants via a hidden passage. After learning about the convent from another French 75 member, Bob flees with Sergio's students across rooftops but falls and is arrested, although not recognized. The Christmas Adventurers find evidence of Lockjaw's relationship with Perfidia, including the possibility that he had a child with her, and send member Tim Smith to kill him and Willa. By tracing her phone, Lockjaw locates Willa at the convent, where Deandra is arrested. Holding Willa hostage, Lockjaw tests their DNA in front of her, confirming she is his biological daughter. Sergio arranges Bob's escape and drives him to the convent, throwing him out of the car when police begin to pursue them. Bob steals a car and reaches the convent, unsuccessfully attempting to kill Lockjaw with Sergio's rifle. Lockjaw hires Avanti to kill Willa, but after refusing over her age, Avanti agrees instead to deliver her to a far-right militia. Tim tracks down Lockjaw while driving and shoots him in the face. While searching for Willa, Bob discovers Lockjaw's body and crash site. Avanti brings Willa to the militia, but after a change of heart, frees her and is killed in a shootout with the militia. Willa escapes with Avanti's car and pistol, only for Tim to begin tailing her as Bob tries to catch up. Willa lures Tim into a crash by exploiting a blind summit, shooting and killing him when he fails to recite the revolutionary countersign. Bob finds Willa and they embrace. Some time later, a severely scarred Lockjaw is seemingly welcomed into the Christmas Adventurers Club, but is fatally gassed and cremated shortly afterward. Returning home with Willa, Bob gives her a letter from Perfidia, in which she apologizes for her actions and vows to someday reunite with her family. Later, Bob gives Willa his blessing as she departs for a protest in Oakland.

Poland in 1990, right after the fall of communism, former officers of the SB (Poland's communist secret police) are undergoing re-evaluation, in the process of which the country's new democratic leadership is trying to establish whether or not they can be incorporated into the new police service. Franciszek Maurer (Franz) is one of them. He has a notorious service record and is ruthless, but devoted to service - the only thing he cares about, since he became estranged from his wife and son. Eventually he is taken over by the new police force, while one of his best friends, Olgierd Żwirski (Olo), is not. Facing unemployment, Olo joins a newly formed criminal gang, consisting mainly of ex-SB agents, which operates in international narcotics trade. Franz and Olo, who try to co-operate despite the new circumstances, soon face each other as enemies. Moreover, Franz's relationship with Angela Wenz, a young girl he has befriended, becomes more and more complicated as the story continues, especially after Angela meets Olo.

When a precious jade stone is discovered in an old outhouse, the owner of said outhouse and the surrounding buildings suddenly finds himself with the financial clout to withstand the buy-out pressure of an unethical developer who wishes to build a large building on his plot. The owner, intending to display the stone to the public, puts his dedicated chief of security in charge of keeping it safe. But with the stakes running high, this is easier said than done. The developer hires a high-tech cat burglar from Hong Kong to steal the stone, the owner's wayward son sees the jewel as the perfect symbol of wealth and hatches a plan to use it to increase his chances at getting laid, and a gang of three con-men who hear about the jewel see it as their ticket to the big time. These three groups find themselves in direct competition and, finding their attempts foiled as often by the security guard as by each other, become more and more desperate as the film progresses.

In 2054, a "Precrime" pilot program is running in Washington, D.C. in the United States. Three clairvoyant people known as "precognitives" or "precogs" receive psychic visions about imminent homicides. Police detectives use information from the visions to apprehend would-be perpetrators before they can commit a crime. Those arrested are put into a coma and imprisoned indefinitely. Although Precrime has eliminated nearly all premeditated murders during its six-year existence, impulsive killings still occur, giving the police only a short time to act. Precrime chief John Anderton joined the program after his six-year-old son Sean was abducted and never found. He is addicted to a drug called neuroin, and his wife Lara has left him. Department of Justice agent Danny Witwer audits Precrime to uncover flaws. One of the precogs, Agatha, has a flashback of a woman drowning as Anderton watches. He learns from the prison warden that the intended victim, Anne Lively, went missing shortly after her murder was prevented; he also discovers that Agatha's vision of the crime is not on file. Soon afterward, the precogs predict that Anderton will kill a man named Leo Crow, whom he has never met. Anderton flees, prompting Witwer to begin a manhunt. Anderton visits Dr. Iris Hineman, a geneticist whose research led to the creation of Precrime. She explains that one precog occasionally sees a different future vision from the others, which is known as a "minority report". The minority reports are purged from the record to maintain the precogs' reputation of infallibility, so if Anderton has a minority report, he will have to find Agatha, the precog with the strongest precognitive abilities. After undergoing eye transplant surgery to evade retinal scanners, Anderton returns to Precrime. He kidnaps Agatha, which shuts down the group-mind generated by the three precogs. With the assistance of a hacker, Anderton searches Agatha's memories but fails to find a minority report for Crow's murder. However, he finds and downloads her memories of Lively's death. Pursued by Precrime officers, Anderton and Agatha track Crow to a hotel room and find photos of many children, including Sean. Anderton accuses Crow of killing Sean and nearly shoots him, but relents at the last moment to place him under arrest. Crow then claims he was hired to plant the photos, which were fake, and begs Anderton to kill him, saying that his family will be paid if he dies. When Anderton refuses, Crow kills himself in a manner similar to the precogs' vision of Anderton killing him. Witwer investigates Lively's case and finds clues suggesting that she was murdered. When he reports his findings to Lamar Burgess, the director of Precrime, Burgess kills him, knowing that the offline precogs cannot see his crime. Precrime officers locate Anderton at Lara's house and imprison him for murdering Crow and Witwer. While discussing Anderton's concerns about Lively with Burgess, Lara becomes suspicious of him. She breaks Anderton out of prison, which allows him to confront Burgess at a banquet celebrating the national launch of Precrime. Anderton reveals that Lively was Agatha's mother. She had given up custody of Agatha, but later tried to reclaim her. Desperate to preserve Precrime, Burgess hired a man to kill Lively, knowing that Precrime would intervene. After the murder was prevented, Burgess killed Lively himself in the predicted manner. The Precrime technicians, trained to disregard the second murder vision as an echo of the first one, deleted the record. Once Anderton began to investigate, Burgess arranged for Crow to pose as Sean's abductor to provoke Anderton to murder. The precogs predict that Burgess will kill Anderton at the banquet, but Burgess kills himself instead. Afterwards, Precrime is shut down and all the prisoners are pardoned and released. The precogs are moved to an undisclosed location to live in peace.

In August 2005, inside a small, dimly-lit cell, Dalton Russell proclaims he has committed the perfect bank robbery. Some time prior, in New York City, masked robbers, dressed in painter coveralls and using variants of the name "Steve" as aliases, seize control of a Manhattan bank, taking patrons and employees hostage. They divide the hostages into groups and hold them in different rooms, forcing them to don masks and coveralls identical to their own, rotating them among various rooms and occasionally inserting themselves covertly into the groups. They also take turns demolishing and building a replacement fake wall in one of the bank's storage rooms. Police surround the bank, and Detectives Keith Frazier and Bill Mitchell take charge of negotiations. Russell, the head robber, demands food be provided. The police send pizzas whose boxes have hidden listening devices. The bugs pick up someone speaking Albanian (initially misunderstood to be Russian), which is later identified as propaganda recordings of the late Albanian leader Enver Hoxha, implying that the robbers anticipated the attempted surveillance. When Arthur Case, the bank's founder and chairman, learns about the holdup, he hires fixer Madeleine White to try to protect the contents of a safe deposit box within the bank. Russell breaks into a safe deposit box and finds, among other things, documents from Nazi Germany. White, using her influence with the Mayor of New York, is introduced to Frazier and persuades him to let her talk to Russell, who agrees to allow her inside the bank so they can talk privately. Russell implies that Case started his bank with money he received for collaborating with the Nazis, resulting in many Jews dying during World War II. Frazier demands to inspect the hostages before allowing the robbers to leave and Russell shows him around the bank. As he is being shown out, Frazier attacks Russell, but is restrained by another robber. Afterwards, Frazier explains he deliberately provoked him, concluding that Russell is not a killer. However, Frazier's conclusion is almost immediately tested when a hostage execution is staged. The execution prompts an Emergency Services Unit team into action. They plan to storm the bank, using rubber bullets to knock out those inside. Frazier discovers that the robbers have planted a listening device on the police; aware of the police plans, the robbers detonate smoke grenades and exit the bank hidden among the hostages. The police detain and question everyone but cannot distinguish the identically dressed hostages from the robbers. A search of the bank reveals the robbers' weapons were plastic replicas. They find props showing that the hostage execution was faked, and no money or valuables appear to have been stolen. Unable to identify the suspects and unable to show a robbery has even been committed, Frazier's superior orders him to drop the case. Frazier, however, searches bank records and finds that safe deposit box No. 392 has never appeared on any records since the bank's founding in 1948. He obtains a search warrant to open it. White then confronts Frazier to persuade him to drop his investigation and during their conversation she hints at Case's Nazi dealings. Frazier refuses to stop his investigation and plays a recording he had surreptitiously made of an incriminating conversation that took place earlier between White and Frazier and the mayor. White confronts Case, who admits the box contained loose diamonds and a Cartier diamond ring he took from a Jewish friend whom he betrayed to the Nazis. Russell's opening monologue is revealed to have happened while he hid behind a fake wall the robbers had constructed inside the bank's supply room. He emerges a week after the robbery with the contents of Case's safe deposit box, including incriminating documents and several bags of diamonds. On his way out, he bumps into Frazier, who does not recognize him. Russell exits the bank and enters a waiting car filled with his conspirators, some of whom the police had questioned. When Frazier opens the safe deposit box, he finds the ring and a note from Russell that says, "follow the ring". He confronts White, urging her to contact the Office of War Crimes Issues at the State Department about Case's war crimes. At home, Frazier finds a loose diamond and realizes that Russell slipped it into his pocket during their collision while exiting the bank.

In wartime Munich in February 1943, Sophie Scholl joins her brother Hans in the White Rose student organization. They have prepared an anti-government leaflet and have more copies than they can distribute by mail. Hans proposes distributing the extras at the Ludwig-Maximilians-Universität München and Sophie volunteers to assist. Hans and Sophie put stacks of leaflets near the lecture rooms while classes are in session. When Sophie pushes a stack of leaflets over a balustrade she is spotted by Jakob Schmid, a janitor, and the pair are detained for the Gestapo. They are taken to the Wittelsbacher Palais headquarters where Sophie is interrogated by Gestapo investigator Robert Mohr. She denies that she and her brother had left the leaflets and claims to have pushed the stack off the railing as a prank. She explains the empty suitcase in her possession was for bringing back clothes from a visit to her parents in Ulm. She is remanded when the Gestapo announce they have incontrovertible evidence that Sophie and Hans were responsible for the distribution of the leaflets. She is placed in a cell with dissident Else Gebel, a Communist sympathizer. Sophie confesses her part, contradicting her brother's claim he acted alone. Determined to protect the others, she steadfastly maintains that the distribution of thousands of leaflets throughout the region was the work of the siblings. Mohr, having learned that their father was an imprisoned dissident, urges her to support laws that preserve a society which has funded her welfare and education. Scholl counters that before 1933 the laws protected freedom of speech and denounces atrocities committed by the Nazis. Mohr dismisses some of her accusations, such as the extermination of the Jews, as wartime propaganda, but acknowledges others like the euthanasia program. Sophie and Hans, as well as a friend with three young children, Christoph Probst, are charged with treason, troop demoralization and aiding the enemy. Four days after their arrest they are put on a show trial. Probst is examined first by President of the People's Court Roland Freisler, whose zeal makes the prosecutor and defense attorneys superfluous. Freisler contemptuously dismisses Probst's appeals to spare his life so that his children can have a father. Hans maintains his composure in the face of Freisler's impatient questioning. Declining to answer only what he is asked, he denounces German war crimes on the Eastern Front as immoral and proclaims that the defeat of the Nazi state by the Allies is all but certain. Sophie denies she was led by her brother, and declares that many people are scared to admit they agree with her group. Freisler pronounces the defendants guilty and calls on each to make a final statement. Sophie warns that "where we stand today, you will stand soon." All three are sentenced to death and transported to Stadelheim Prison. Sophie, assuming a normal 99-day delay between conviction and execution, learns she is to be executed the same day. She breaks down briefly, but regains composure, writes a final statement and receives a blessing from the prison chaplain, who offers his support for her silence. After a visit by her parents, who also express approval of what she has done, Mohr arrives and sadly watches Sophie taken away. She is led into a cell with Christoph and Hans, and they share a final cigarette. Sophie is led into a courtyard and remarks "The sun is still shining". An appeal for clemency is declined by the Reich Ministry of Justice, and she is beheaded by guillotine. Hans screams "Let freedom live!" before the blade goes down, and Christoph is executed last. A caption lists dozens of adherents of the White Rose executed in the following months, while others suffered imprisonment. In the final shot, thousands of leaflets fall from the sky over Munich. A narration explains that the sixth leaflet of the White Rose were smuggled through Scandinavia to the United Kingdom by Helmuth James Graf von Moltke, where the Allies then printed millions of copies of the "Manifesto of the Students of Munich" to drop over Germany.

In the early 1980s, Ukrainian-American restaurateur Yuri Orlov witnesses a gunfight amongst the Russian mafia in his area of Brighton Beach. The incident inspires him to begin trafficking arms for personal profit. Through a contact at his father's synagogue, he acquires an Uzi and makes his first sale, eventually convincing his reluctant younger brother Vitaly to become his partner in crime. The two brothers get their big break with the Lebanese Civil War following the 1983 Beirut barracks bombings. As he prospers financially, Yuri increasingly witnesses his activities directly enabling atrocities and war crimes, and is relentlessly pursued by Jack Valentine of Interpol; Valentine represents a unique and persistent threat to Yuri's business because he has a particularly strong moral compass and cannot be bribed or coerced into backing down. Meanwhile, an arms deal with a Colombian drug lord ends with the brothers being forcefully paid off with a large shipment of cocaine, to which Vitaly soon develops a severe addiction. Yuri checks him into a rehabilitation center and continues building his empire in his absence. He uses his profits to seduce and marry a supermodel named Ava Fontaine. She later gives birth to their son Nikolai. Upon the dissolution of the Soviet Union in 1991, Yuri flies to Ukraine and meets his uncle Dmitri, a Soviet general who is overseeing the distribution of the assets of the Soviet Armed Forces. As he illegally supplies Yuri and rebuffs his competition, Dmitri is killed in a car bombing orchestrated by rival arms dealer Simeon Weisz. Yuri then expands his empire to Africa and starts doing business with Liberian dictator André Baptiste. As a "gift" to honor their alliance, Baptiste captures Weisz and offers Yuri a chance to execute him; Yuri refuses, but Baptiste puts the gun into his hand and pulls the trigger. Yuri is disturbed by Baptiste's appetite for bloodshed, including his use of child soldiers, but remains undeterred from selling weapons and ammunition to him. Valentine tells Ava that her husband is an arms trafficker, prompting her to confront him. In response, Yuri starts trading timber and oil, but quickly becomes frustrated with the lower profits of legitimate work. In 2000, he returns to crime after Baptiste visits him in person and offers him the largest payday of his career: a stash of blood diamonds. Suspicious of his behavior, Ava tails Yuri, unaware that Interpol is tracking her, and discovers the shipping container that holds his arms-dealing office. Yuri takes Vitaly to Africa to help him during a deal with a Sierra Leonean militia, which is allied with Baptiste and is preparing to destroy a refugee camp. There, Vitaly watches as a woman and a child are hacked to death by Baptiste's fighters, and subsequently pleads with Yuri to cancel the sale. Yuri refuses, stating that the sale's impact on the refugees is not their concern and that Baptiste's men would kill them if they called off the deal. Unable to quell his distress, Vitaly steals a pair of grenades and destroys a truck full of weapons, also killing Baptiste's son, before he is gunned down by the Sierra Leonean militants. Yuri is spared and receives half of the diamonds in exchange for the remaining truckload. He pays a Liberian doctor to remove the bullets from Vitaly's body and forge a death certificate, but a missed bullet is found by U.S. customs officials, who promptly arrest Yuri. Ava takes Nikolai and leaves Yuri, while his family disowns him. Valentine detains Yuri in anticipation of his trial and conviction, but Yuri, while dejected, is unfazed. He tells Valentine that a high-ranking military officer will soon knock on the door and insist on his release. He explains that while he is a criminal, he sometimes serves the interests of the U.S. government by covertly arming the enemies of its enemies. Valentine hears a knock at the door, looks at Yuri for a moment, and rebukes him. Yuri is released and returns to the illegal arms trade. The film concludes with a statement that the world's largest arms suppliers—the United States, the United Kingdom, Russia, China, and France—are also the Permanent Five of the United Nations Security Council.
